Zach Halmstad, a former software entrepreneur, has taken his interest in technology and used that passion to fuel a boom in his hometown. With investments in The Lismore, The Oxbow, and more through Pablo Properties and a major donation to the Pablo Center at the Confluence through the Pablo Foundation, Halmstad has earned readers’ recognition as Best Community Advocate. Runner-up Joe Luginbill is not only president of the Eau Claire School Board but also a major advocate for children and families at the local level — and beyond. Luginbill has served on the school board since 2015, when he became the youngest elected official in Eau Claire history.
