Zach Halmstad, a former software entrepreneur, has taken his interest in technology and used that passion to fuel a boom in his hometown. With investments in The Lismore, The Oxbow, and more through Pablo Properties and a major donation to the Pablo Center at the Confluence through the Pablo Foundation, Halmstad has earned readers’ recognition as Best Community Advocate. Runner-up Joe Luginbill is not only president of the Eau Claire School Board but also a major advocate for children and families at the local level —  and beyond. Luginbill has served on the school board since 2015, when he became the youngest elected official in Eau Claire history. Andrew Werthmann in third place, known for his progressive ideals, is making ripples in the Valley with his service on the Eau Claire City Council, currently as acting president. — Tori Johnson
