Developer Unveils Plans for N. Barstow Livery Lot

Eau Claire developer Geoff Moeding is seeking public approval to fill one of the last vacant spots in the booming North Barstow neighborhood in downtown Eau Claire. Moeding, who has been involved in the development of numerous buildings in the Phoenix Park neighborhood, brought plans for four mixed-use buildings to the Eau Claire Redevelopment Authority on Nov. 18. The structures would be built on what is now a parking lot at the corner of Galloway and North Barstow streets, across from The Livery restaurant. (The parking will be replaced with spots being created in the new parking ramp under construction just down the street.) According to the Leader-Telegram, the project would cost between $14 million and $16 million, and Moeding is seeking $2 million from the city in Tax Increment Finance (TIF) funding. “I see a real opportunity to still provide more retail space but fit into a different niche than what’s available right now, and that’s the live/work apartments,” Moeding said, according to the newspaper. The planned units would feature townhouse-style arrangements with living space above and commercial space below. The RDA will consider the plans again at a December meeting.
