Within walking distance of the new Altoona Elementary School and Lake Altoona, one of the city’s most thoughtfully planned residential developments is coming to life—Whitetail Woods. But what stands today as Altoona’s newest neighborhood began long before the first lot was ever offered for sale.
The story of Whitetail Woods starts with a vision that dates back more than a decade — one that sparked with a single phone call. What followed was a collaborative effort fueled by deep market understanding, intentional design and a shared commitment to addressing the Chippewa Valley’s evolving housing needs.
A key catalyst in bringing this vision to reality was the City of Altoona’s successful Tax Increment Financing (TIF) district, which made it possible to annex this land into the city. It allowed for increased density and, more importantly, the opportunity to introduce a wider range of housing types at multiple price points — something not only Altoona needs, but the entire Chippewa Valley continues to demand.

At the forefront of the planning effort was the GRIP Team, led by Jason Griepentrog and his associate Mary Proznik. Together, they invested countless hours on research and analysis, to truly understand what makes a neighborhood thrive.
Originally, the land had been envisioned as a development of large, one-plus acre luxury home sites. While appealing, the GRIP Team recognized this would not meet broader needs of the community.
Instead, they reimagined the development. The long-term vision is centered around creating housing for residents at every stage of life: For people renting their first apartment; purchasing their first home; building their dream home; or downsizing into a retirement-friendly space.
As the project neared the final stages of entitlement, Jason connected with a group of highly respected local industry leaders who shared that same vision. This collaboration brought together Craig Wurzer (C&E Wurzer Builders), Paul Holzinger (Holzinger Homes), Grady Wold (Trendstone Surfaces) and Damian Price (Chippewa Valley Excavating).

Alongside GRIP Builders, the group combined their expertise and resources to form 5G Development Group — a partnership created in collaboration over competition.
Upon completion, Whitetail Woods will feature nearly 350 residential units, including a mix of single-family homes, twin homes and multi-family housing options. Following the success of Phase One, additional single-family and twin-home lots will be released this year — some as early as May 1.
Future phases will introduce housing options including private backyard home sites, full basements and slab-on-grade options, walking and biking trails, plus a neighborhood park with basketball and pickleball courts.
