A law prohibiting all cellphone use by novice drivers is now in effect in Wisconsin. The law applies to any drivers under the age of 18 and to drivers of any age with a probationary license. The ban does not allow any cellphone use, regardless of whether a hands-free device is used. For the first offense, teens could pay from $20 to $40. For subsequent convictions within one year, the fines increase to between $50 and $100. Texting while driving is already banned in Wisconsin, and the state also has a general distracted driving law that predates the recent bans. The bill was approved unanimously by the House and Senate, taking full effect on November 1.   Unlike many states, Wisconsin has not yet banned cellphone use by all drivers, but this is seen as a step in that direction.
